When using the iExpand Flash Drive with your iPhone or iPad, not all pictures will be available (depending on how you set up your device).
If you set up your iPad or iPhone with an iCloud account, then your images and other files may automatically upload to your iCloud account. If the files are on your iCloud account, the files aren't stored directly onto the iPhone or iPad local storage which means that the iExpand Flash Drive will not see them files when trying to transfer, it will only show the files that are directly stored on the local storage and hasn't been backed up to iCloud.
You can check if your iCloud settings have been set up by going to your Settings > iCloud. Here you will see your iCloud account and the files that you have selected to be backed up.
